Polyvinyl Chloride and Copolymers Production: National Emission Standards for Hazardous Air Pollutants: Proposed Rule

The EPA Administrator, Lisa P. Jackson, signed the following notice on 03/15/2011, and EPA is submitting it for

National Emission Standards for Hazardous Air Pollutants for
Polyvinyl Chloride and Copolymers Production
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.
SUMMARY: EPA is proposing National Emission Standards for
Hazardous Air Pollutants for Polyvinyl Chloride and Copolymers
Production. The proposed rule would establish emission
standards for hazardous air pollutants from polyvinyl chloride
and copolymers production located at major and area sources.
The proposed rule includes requirements to demonstrate initial
and continuous compliance with the proposed emission standards.
EPA is proposing standards that would apply at all times,
including during periods of startup, shutdown, and malfunctions.

The proposed standards also include continuous monitoring
provisions and recordkeeping and reporting requirements.
DATES: Comments. Comments must be received on or before
[INSERT DATE 60 DAYS FROM DATE OF PUBLICATION IN THE FEDERAL
REGISTER]. Under the Paperwork Reduction Act, comments on the
information collection provisions are best assured of having
full effect if the Office of Management and Budget (OMB)

Public Hearing. We1 will hold two public hearings
concerning the proposed polyvinyl chloride and copolymers (PVC)
production rules in the Houston, Texas area, and in Baton Rouge,
Louisiana. Persons interested in presenting oral testimony at
