Expert Air Quality Testing Technicians and Staff

The technical experience of every ESS employee allows us to provide clients with the dedicated planning and customization necessary for the success of each and every air emissions project.

Executive Staff

Mark D. Looney, B.S. - President and Quality Assurance Officer

With a Bachelors of Science in Civil Engineering and more than 19 years of emissions testing and environmental services experience, Mr. Looney serves as both the President and Quality Assurance Officer.  Mr. Looney has the responsibility and authority for all key aspects of ESS’s scientific and business development strategy.

Mr. Looney’s principal focus areas include: overseeing operations, writing and negotiating contracts, managing emissions testing projects, QA review of all reports, and consulting with clients and regulatory agencies.

Mr. Looney has overseen several key emissions testing projects including the following: testing for multiple HAPs over a nine-day period utilizing an on-site GC for real-time results, developing alternative test protocols for capture efficiency testing at multiple extrusion, coating and converting facilities, and managing a twenty-one day project sampling at six refineries along the gulf coast (continuous emissions monitoring) on the FCCU stacks.

 

Robert G. Hamlin, Jr., B.S. – Technical Director

Mr. Hamlin has a Bachelors of Science degree in Environmental Engineering and more than 30 years of environmental services in research, emissions and source testing experience.

Mr. Hamlin’s principal areas of expertise include: technical software development, major project development, emissions project scheduling and planning, and consulting with clients and regulatory agencies. Mr. Hamlin has also served as on-site project lead on more complex sampling projects, on numerous World Bank managed projects, and on a DOE/US Army managed project in Johnston Atoll.

 

Technical Staff

Charles Garner, B.S. – Senior Project Manager

With a Bachelors of Science degree in Biology, Mr. Garner has logged more than 11 years in the emissions testing and environmental services industry.  Mr. Garner serves as a Senior Project Manager.

Mr. Garner’s principal focus areas include: project oversight, technical management of individual emissions test programs, lead supervisor of all ESS technicians, and equipment maintenance and calibration. Mr. Garner has been the project lead on several key source sampling projects including the emissions testing for several combustion turbine commissioning projects, the SCE&G Part 60/75 RATA and Performance testing contracts (multiple year contract), and several sampling projects in the Dominican Republic.

 

Tiberiu Munteanu, B.S. – Senior Project Manager

Mr. Munteanu has a Bachelors of Science degree in Environmental Engineering and more than 18 years of environmental research, emissions testing, and environmental services experience. 

Mr. Munteanu’s principal focus areas include: project oversight, technical management of individual test programs, lead supervisor of all ESS technicians, and equipment maintenance, repairs and calibration. Mr. Munteanu has been the project lead on several key source testing projects all over the world including several sampling projects in the Dominican Republic, and several other countries.

 

Matt Gatian – Project Manager

Mr. Gatian has more than four years with ESS and has conducted hundreds of isokinetic and wet chemistry type of sampling procedures.  He is the lead for many emissions testing projects requiring isokinetic and constant rate sampling procedures including those referenced in 40 CFR 60, Appendix A; 40 CFR 51, Appendix M; and 40 CFR 63, Appendix A.

Mr. Gatian has lead several key PM/CPM studies including a combustion turbine-sampling project for a major utility client.  The study required extended sampling times and all analyses by OTM 28 – one of the first and most comprehensive method studies of its time. 

Mr. Gatian has also worked on a comprehensive ethanol plant certification project including managing all aspects of the sampling and field operations, multiple pulp and paper projects including providing clients with on-site results, and a HAPs study at a tobacco processing plant.

 

Technicians

In addition to those noted above, our staff includes laboratory technicians, CEMS technicians, reporting technicians, air testing technicians, as well as a whole team of front office support staff. Each technician receives on-going, extensive and detailed in-house training in Test Method implementation.

Our air testing technicians are thoroughly trained in all air testing methods, rather than specializing in a particular area. This ensures that no testing team is immobilized by the absence of key individuals. By building our testing teams in this manner, we provide greater flexibility in the field and we are prepared for any project regardless of size or complexity. All of our technicians know the fundamentals behind each of the test methods as well as the detailed procedures necessary to complete a successful test event. Emission testing can be a difficult profession and keeping quality people in this industry requires a special level of human resource management, including good benefits and management practices.   ESS recognizes the need to retain excellent people and strives to keep its employees healthy, happy and safe.
